WHEREAS, the allotments made in Administrative Order Numbered Twenty-five, nineteen hundred and thirty-six series, for the payment of the increases in salaries and wages required by Executive Orders Numbered Forty-nine and Fifty, nineteen hundred and thirty-six series, have not been sufficient in some cases, while unexpended balances have been left in others; and
